"The most terrifying thing is that these tortures are repeated from one camp to another. This is not an exception —it's a system. And this system of torture is unimaginably cruel. The average weight of a Ukrainian prisoner in the horrific torture prison SIZO-2 in Taganrog — where the young Ukrainian journalist Viktoriia Roshchyna died — is just 40 kilograms. When we speak of a system of terror, we must understand: it doesn't stop," Evgeniya says.

Civilians are the most vulnerable group — they fall outside the scope of international law. The Geneva Conventions do not provide for the exchange of civilians — but neither do they permit civilians to be taken captive. This creates a legal conflict.

‼ It is critically important to demand — not only exchanges of Defenders — but the unconditional release of peaceful Ukrainian civilians from Russia at the highest international levels. Under all conventions — and even under Russian law — Russia has no legal right to abduct and detain them.

This was the topic of discussion in the European Parliament in Brussels on the evening of July 1, where Members of the European Parliament, activists, and Ukrainians who have personally faced torture and unlawful detention by Russian occupation authorities came together. The central event of the discussion was the premiere of the documentary film "Prisoners: The System of Terror", which gathers testimonies from detained Ukrainians, their families, lawyers, and human rights defenders. The film was created by activist Evgeniya Chirikova.
