Přemyslids were Czech, Luxembourgs were from Luxembourg (and Charles IV grew up in France, not Berlin), Jagellons were Lithuanian and Habsburgs (many of them did speak Czech out of respect) were Austrian, not German. Nobility was also a pretty mixed bag but there was never a time when "nobility was German", even when the German language was popular.
