Police said the incident prompted a full emergency response, involving Toronto paramedics, Toronto Fire's Hazardous Materials Unit, and Toronto Police Service's Chemical Biological Radiological Nuclear and Explosives Team.

"The suspects intended to cause a panic within the crowded subway car," police said in the release.
