Well, in exchange for the meal they put on for Anki he stated he'd reward them from the national treasury, so if the price was right then he effectively compensated them for their mercy. They probably didn't know the guy personally enough for their hatred of the previous rule to be enough for them to turn such away, especially considering they're residents of the same city the imperial palace lies, which is to say they valued the wealth they thought they could gain in the area over distaste for said government (else they would live away from it). Also worth noting that Seiyuu might not have been disolved by Anki even though their monarchy's gone, he probably made it into a suzerainity client state, in which case it could be interpreted as pseudo-exile, though obviously still not really classifying as a punishment.
