But what Uzaki and Tawawa did was have those authors (who are noted doujin authors) take those designs and put them into a "clean/legit" anime. Following the success of stuff like the softcore XEBEC and Hoods anime series, which allowed for thick and huge breasted girls to become normal. I'd argue the latter is what helped more.
Shortstacks have appeared in anime for decades. At least since the 1970s. But they didn't really take off until the late 2000s. Same as chubby girls. We can look at stuff like Ranma or Eiken as pioneers. But they didn't really start the movement. The shows around 2008-2011 really got it going. Working, Dungeon, Qwaser, etc. And Uzaki and Kobayashi is kind of the second wave.
