There's a bit of patterns to some of the designs. Like how the Gorosei have designs after real world figures like Ghandi, Gorbachev, etc.

The giants have a lot of wrestling names.

Likewise the admirals are based on the actors but they're more one for one. I'm assuming the reason is Oda doesn't want to get sued by the WWE so mixes up the wrestling figures more.
