I feel like Kaho would have said yes if Satsuki clarified she meant as girlfriends. Kaho later admits in the same chapter that if Satsuki got a girlfriend, then Kaho herself would be lonely as she would be the only one in the friend group without a girlfriend. This tells me that Kaho is definitely open to it, but wanted Satsuki to be more straight forward and honest. I'm also really desperate for Satsuki x Kaho.

As long as Kaho joins so she can technically be with Satsuki, then I'm fine with it.
