Simple. Because Itagaki's art is very dynamic. It's an exaggeration of reality, but every movement, every action is dynamic. In addition, it's a specific martial arts manga that takes inspiration from real exaggerated combat, so the bodies are more closer together, there's more complex-looking striking and grappling. It's never too static or predictable (barring some specific panels of course, not everything can be dynamic in a manga or comic, but I am referring to movement specifically). AI might be able to replicate some static poses here and there, but it won't be able to easily replicate the fight scenes. I believe based on my understanding of AI that only AGI will actually be able to replicate that, only a thinking AI that understands anatomy and understands every placement of what it's trying to "mimic" can actually replicate the exaggerated dynamic style. There's a few other artists that fit the bill, like some older eurocomic artists like Hugo Pratt in particular. Their imperfection is ironically the one thing that will make it trickier for AIs to get that working, because the style isn't 100% "complete" it will try to always make each line as perfect as possible, but will fail to understand it.
AI from my understanding is more like the unconscious mind. It thinks like a dreaming mind, it takes fragments of memories and jumbles them up. But like the dreaming mind, it can't fully make it all look exactly as it should. You'd understand what I mean if you dream frequently or lucid dream. But because of that, it's very hard for it to replicate something too complex in movement and "mechanics". It's also why it has difficulty with long-term memory of what it generates, only being seemingly perfect in the "short-term"
