Pick who you like, both are considered canon and you can swap on a 24 hour cooldown. Male Rover feels like he evens out the gender balance because you have to deal with a lot of women, and if you pick Female Rover you'll be in groups of chicks all the time which feels one-sided. Regardless of who you pick the companion quests with the girls are generally flirting and hitting on you which is weird as Female Rover because it's clearly not meant for her.
I'm personally not a fan of Male Rover at all because of his awful ponytail, the earrings, and the jacket. The jacket is so bad and if he had literally any other look from the various collaborations they did, especially that one white outfit (Not the suit), I'd be way more inclined to pick him at all. Problem being he always comes off as an adult Kirito from SAO to me and the immediately puts me off. It makes all the cutscenes with him look so lame and not cool at all which ruins them for me personally.
Female Rover is the best girl in the game, only Changli has even come close to matching how hot she is. I personally find her to fit the world way better and prefer a majority of the cutscenes with her specifically. She just pulls off the cool scenes better and discussions with Abby feel like they would fit more with her speaking to Abby than MRover.
It's really a mixed bag at the end of the day. Both have ups and downs, pick what you feel is best for your needs. For me it's FRover to see her all the time and like how she fits into the world. For you it might be MRover because you find him cool or maybe you want to self insert.
