Why are Spain and Portugal considered to be whites when they are darker looking than Lebanese or Tunisians?

Why do some people insist that Little Gay Brown Man Land, also know as Spain and Portugal, is a part of Europe when they are as brown as any Africans and their language is basically arabic? At least we people in France know that they are brown, but some Europeans seem to be unaware of this.
