The description we have talks about "smuggling contraband, evading the authorities and unconver the darkest secret of the fallen gem empire" so clearly there are still laws about contraband in the new gempire. Plus we know not all gems became good instantly like the Lapises or the garnets in the video games. I could see Emerald still being a general in her own little empire
