Waluigi has literally zero defined traits beyond "dude who hovers around Wario in the sports games". Bowser is the main rival for the ENTIRE FUCKING SERIES and still hasn't had a game. Maybe when Waluigi actually has anything interesting beyond some kinda funny hole-in-one animations he'll get his own game.
