I think people still believe that after 06, Silver was reborn into new future that never was ruined and therefore they think this version of Silver would be softer and not a rude punk. And the IDW writers might think this as well because Sega themselves hasn't been open about if Silver's Iblis ruined future still happend or not

Samquik's 06 video about Silver saying that the Iblis ruined future did happend but Silver doesn't remember how it all went away so Silver still did experienced that horrible future and therefore still acts like a rude punk
That context does explain Iizuka's answer of "everyone had amnesia" where the events of 06 did happend but they don't remember

If Sega just said that Silver's past still happend then we wouldn't be in this mess
