Outfits are found throughout the game in boxes, and some you buy from vendors in the town. You need lots and lots of parts to make them, so youre gonna need to do exploring/killing in order to get them all. Make sure you find as many as possible in your first run, because in NG+ you find alt colors in the same boxes you found the outfits in the first place
