You’re under no illusions that you need to quickly give a body to the head of the government you’ve created. It’s all fine and good to have a small and professional government running small-scale projects across an inhospitable desert, but you’re not thinking in the immediate here.
You’re thinking of years down the line, decades. No matter the ends, you need to justify the means and what better way than to give the unwashed masses something to believe in.
Truthfully, you’ve avoided actually putting things into practice because you’re bound to piss someone off. If you align too closely to the Republic, Caesar will take notice and that’s not to mention any Secretaries that harbor more autocratic tendencies, such as in the military.
But if you align too closely to Caesar, you risk the ire of a large portion of your government, the followers and much of the economic investment. If anything, that just proves the naysayers correct when they point out the worrying influence of the Bear.
But there’s always a third path, one that doesn’t seek the vast tracts of land of the Bear or Bull. You’re not the only one who can look back to history for inspiration, but you look much further back than the Roman Republic.
A city state, one ruled by a tight-knit council of extraordinary capability and led by you, the Courier. A true philosopher and warrior king the likes of which history has rarely seen before.
Before you assemble the Courier Council and invite local leaders from around the region, you need a proposal to give them. You’ll listen to their concerns and let them voice their opinions, but the decision will ultimately be yours.
That’s not to say that whatever system you decide won’t go through changes as the nation changes, but whatever decision you make now will set the Mojave on a path that even you won’t be able to stop.

If you choose to be democratic and then instead want to rule with an iron fist, it’s not impossible but expect plenty of pushback. Please be creative here and use all of your political autism, this is a big culmination of the work you have all done so far.)
