It was only because of PS1 release that games became cheap due to how cheaply company can mass print discs compared to cartridges that were expensive to make.
PC market is another story because PC gaming was extremely niche and barely anyone played or cared about games on PC besides like 5 out of 10000 nerds because having a personal computer was considered luxury or enthusiast tier item until 2000s.
