But you're right, we should've been able to deal with the problem way before things got out of control.

And I mostly blame commies and Stalin, interestingly enough.
I still think Stalin was the best among them, but he was one of the engineers of "Ukrainization", basically.

He wanted local culture to rise in opposition to "general Russian culture", which he viewed as "capitalist", "aristocratic" and whatnot.

So, yeah, commies have sown the seeds for the collapse of the Soviet Union and further problems for Russia.
