I think those still have part in immersion and presentation. When I'm talking with new characters, those "generic animations" do actually make it easier to follow conversations, especially if we're dealing with characters we've never seen before.
Like these two guys. Which one of them is No. 6, and which one is No. 3? We just don't know, because neither of them emotes as they talk.
As the game is starting to do more side quests in these free roaming Hollows, stuff like this will happen more and more.

Yeah, player characters not doing any animations also sucks, since those are clearly a thing in the game already.
Doesn't help that whenever you start talking with character camera just fucking locks up, so you often end with stupid angles like pic-related.
