Obviously you're talking about something different. And it's great if you can turn it off in nu-doom. But it's still a decision the art team made to make the game cartoonishly bright. But the way halo reach does it is to be a damage indicator. Nu-doom, at least from what I've seen, flashes all 4 edges of the screen. And from all the webms i've looked at, reach doesn't make it bright unless it's an explosive. bullets create a more subtle effect.
