yes, anyone can become jewish as long as have governmental approval, thats it - how the govt decides it is a different matter altogether and they can easily choose to be strict or less strict as they want

they can impose more and more rules, make it harder or just straight up hand u the cert if they like how u smell - why do you think their govt wouldnt be corrupt?
