I think it's funny to joke that she fucks her brother but I don't think she actually does. This chapter mostly just shows us how different these two are despite Moriaki's comparison. They get along well and have some surface level similarities but they didn't seem to agree on much. Ryou-chin seems operates on a different wavelength and the painting contrasts her sibling relationship with Hotori's. She's close to Takeru but she would never do that. Still, Ishiguro doesn't seem to be saying her way is bad or anything, it's just a different lifestyle.
