That's him doing the normal artist cheat of basically just drawing naked people and then adding lines to indicate clothes. Largely the same reason superheroes wear skintight stuff because you just draw a normal human form and color it.

In this one it looks really long, but I think that's Ootsuka being a bad with the perspective he's trying to do. Its usually fairly consistently just past her ass in length if it was hanging down fully.
