I think it should be noted that given missile interceptors weren't unlimited, that areas of higher value had better coverage. Now that is obvious of course but it means you have some people thinking there's something suspicious when there isn't one. The IDF would allow some missile through that were heading for these lower value targets so they could save interceptors for the higher value targets.
After all it's easier to replace grandma's apartment (especially if it's in a block that is slated for demolition/renovation anyway and grandma is safely in a shelter) than it is to replace a barracks full of soldiers.
