I just don't get it. If morality is determine by brain development, how can people be accountable?

Are animals accountable? I've heard not. So where is the line between animal and human. Are neanderthals judged? What about australopithicus? Ardipithicus? Chimps?

I've seen demonic manifestations before, I know Jesus repels them, I've heard the Hell testimonies, but it still doesn't make sense to me. I've heard 98% of people go to Hell. If God knows they're gonna end up there, why does he allow them to be born? So much just doesn't make sense.
