Did I refer to that scene? I'm talking about him randomly showing up to shoot at people and then falling on Kobeni's car. And then pretending to be a Halloween doll to get out of the situation.
That's clearly a moment that's meant for the reader to think "what the fuck even was that?".
There's no payoff, no real impact to the story, just a random thing happening.
His scenes with the friend were obviously intended to push the theme of the arc, just like a lot of "random" scenes in P2 do.
