The problem here is that Tolkien admits ruling is hard. Both Denethor and Théoden suffered greatly from stress—both literally losing their minds and some point. Also, LOTR is a war story; we don’t know their tax policy because the story takes place during a large-scale war. GRRM is a fucking idiot.
