I read about a dozen of her books in the mid to late 90's. I don't remember anything like this. It was mostly about earth changes and pole shifts back then.
The whole 3D to 5D shtick is something I only noticed in the last 20 years. There's like 5 primary pushers of this idea (in various forms), and hundreds of "hangers on" who also push it.
COBRA is one of these, and possibly the RA material is one too.

To me it seems a lot like "Operation Trust" or Abrahamic Apocalypse ideology, in that it gives people something to hope for while keeping them from working towards the thing they are hoping for.

I have to admit that this world does suck and is filled with overwhelming darkness. I can't fault people for hoping that it's wiped clean and remade in a much less sucky way. Weather that's Jebus, or 5D, or whatever, it doesn't really matter.

There's a lot of esoteric writings that talk about this. Rudolph Steiner's "organic portals" and "Adamic and PRE-Adamic man" is one version of this idea.
According to him, the NATIVE inhabitants of this planet are like talking animals, with animal like souls (adamic men).
Thousands of years ago a group of powerful but naive angelic like souls were tricked into incarnating here into adamic men bodies that had been modified to accept pre-adamic souls.
Since then these two very different groups of souls (with slightly different bodies) have been coexisting on this planet.
He also noted that at first the adamic/pre-adamic split was racial and very obvious but after thousands of years of interbreeding pre-adamic souls CAN incarnate in almost any race, even though the majority of them incarnate in the white race.
