The best illustration I could find of the discrepancy is a guaranteed SSR lineup that showcases all female and all male servants released over 3 years. 34 5* girls and 21 4* girls to 11 5* boys and 10 4* boys (and Caenis really does not count).
There are 2 characters classified as gender-neutral (Taira and Douman) here. One is obviously female and the other obviously male, but both are included in both lineups so it makes no difference
