Anaxa is an extremely useful allrounder and has a good f2p light cone and was featured on the second part of the anniversary patch.
Cipher is a bit tricky to use, is not auto-friendly, has no good f2p light cone and needs really high SPD of all the stats.

I rolled Cipher and didn't roll Anaxa, by the way.
