In Ogawa's case, he was backed by his mentor and promoter, Antonio Inoki, and at the time, NJPW had many stars, so it was the perfect timing for Ogawa, a judo star, to make his debut. In Wolf's case, the environment and circumstances surrounding him are completely different from those of the past. Not only the product is different, but even combat sports aren't as popular as decades ago so his name and his style probably won't bring much. Just my 2 cents
