Your problem is not capital because we don't have any. Almost every asset your bank owns has a mature value of zero when the oil reserves go below the threshold in picrel. As it turns out, a free market will not invest in fixed assets when it can consoom for free. So if we don't actually have an capital then your problem cannot be capitalism. That is not to say that all of your problems would go away if you suddenly obtained capital, but rather, that it is impossible to obtain real Capital with all of these problems. so what is the real problem?
