Yeah, the current Tokaido-Sanyo Shinkansen tracks is very old, it was built in 1960s and cannot accomodate faster speed anymore. Meanwhile the Chinese high-speed train tracks are newer with the latest technology.
Actually Japan is constructing new Chuo Shinkansen tracks between Tokyo and Osaka with max speed of 500 kph to reduce congestions on Tokaido Shinkansen but the construction is heavily delayed with many opposition from prefecure government officials that don't want the track passing their prefectures.
