She dressed up like that to look like a Galaxy Ranger, she's literally wearing a costume. What she is wearing is what she thinks a Galaxy Ranger dresses like, and looking at Rappa, she was kinda on point.

Even the tattoo is just part of the outfit, that's why in pic she doesn't have it.
