This makes the Cosmic Tools an upgrade for mid tier and budget meldsets as well as BiS any time you are doing expert crafts. High Tier sets should not use this tool outside of expert crafting however if you are a player that only melded CP onto the high tier tools, the Cosmic Tools are also an upgrade."
