There are very little good machine guns in this game, and even the suits that can equip them will almost always use the instant stagger options purely because they're far more reliable in both damage, stagger, and ease of use.

It is quite literally incapable of building up enough stun to stagger someone because of the 2.5s cooldown between shots. If it were less, down to potentially just 1s, it'd be capable of not only putting out damage, but interrupt enemies. The enemy cannot fight back, if you stagger them.
It is the most basic thing about this game. You stun first, you win. There aren't many known cases where you just have raw damage out the ass that doesn't also come with incredible buildstagger (Juaggu alt weapon, for example, has the best 350 cost DPS in the whole game and it shits out stagger like nothing else).
