To be fair, they were concerned with being exposed to too much Russian influence at that time. Now they got their oil and defence deals with China, observership in BRICS, Pakistan+Taliban assured support and Syria was lost. They also have a defensive pact with Russia since this year. That's a different playing field. Northern Iran's security depends on Russia, or else pic related happens.
