essentially the reed valve isn't closing and shutting properly because the power pulses at that rpm outpace the valves ability to open and close causing it to instead hang open, remember, being a two stroke its all vacuum related. The easiest way to check for a worn valve is to hold the basket up to the light and check for a light gap like pic related.
Even a tiny chip can cause it to malfunction too. My DT175 had a 'wandering zero' problem where it was hard to start, hard to keep running at idle, it ran like aids and i couldn't adjust the idle mixture to compensate at all, and when i took the jug off to investigate there was a tiny chip in the valve. I replaced it, put the top end back together and it was like a brand new bike again.
