Assuming Khamanei sincerely wants to preserve the office of Supreme Leader of Iran as the true velayat-e-faqih, what is doing to create a counterbalance to the IRGC?

They have taken over much of the country’s economy, government offices, and construction industry, used the defense budget as their personal piggy bank, they’re straight up running drug running and fuel smuggling cartels on Iran’s borders, and their intelligence arm is showing its incompetence. If Khamanei dies, they may try to put their puppet in the position, in which case it will basically be a military junta with little civilian power and no one like Khamanei to balance the factions of government. What is the old man doing to counter this, could he secretly be maneuvering to create a counterbalance in the Iranian government?
