I'm confused here. Why do the higher ups have to send an assassin to kill Doflamingo? He's already a heinous criminal, he's most definitely on death row. All they have to do is tell Magellan to kill him and he'll do it, right??

And why is Magellan trying to protect him anyways? To reiterate, he's a dangerous criminal that's caused more anguish and suffering than most of the people in the floor he's in.
