Whether they're better depends on the motivation of the population.
If they ARE motivated, like Ukrainians, then a draft lets you pick and choose the best of civilian society for your officers.

Contrast with Russia, where the pool of incoming soldiers is just "people desperate enough to throw their lives away for money", and then they wonder why most of them end up as "meat".
