Mortal Level of the Universe 7 is actually much higher or maybe even highest of all twelve universes. However, such number could not be stated during Zeno’s Expo, because it would put Universe 7 among the universes that were exempt from participating in Tournament of Power. Reason for this is because Zeni really wants to see Chaya fight in the tournament.
