Musk and the other oligarch fucks that run this country basically believe that EVERYTHING in this country has to make money of it's "waste". Check out the closure of NASA's Goddard Institute for Space Studies (GISS) lab in New York City for a good example. I also should note that Musk and other corporate assholes idea of "efficiency" is to fire a bunch of people, throw the work on the remaining employees, and pocket the difference.
