You get like 5 keys a week plus a bunch of extra keys as you complete reverie stages
Even if you aren't able to max out voyages because you are too weak you should be able to clear enough for 3, just try to get as far as you can, when anon says that Reveries are end game content, they mean stage 40 of reveries, but you max out the rewards from it by simply beating stage 20 of reveries
