According to ISW, Russia plans to increase aircraft production, but sanctions, a shortage of parts, and a lack of labor are slowing the process.
The Russians have expanded at least five buildings at the Kazan Aviation Plant by 19,000 square meters, where they produce and modernize Tu-160M, Tu-160M2, Tu-22M3 aircraft, and helicopters. By the end of 2025, Russia plans to produce 4 Tu-214s there, 7 by 2026, 17 by 2027, and 28 annually starting in 2028. Around $1.2 billion is expected to be spent on this.
However, in 2024 the plant delivered only 2 Tu-160M2s and 2 Tu-160Ms.
