I'd ask why, but I know the answer is the MIC gets a fat pay cheque and the politicians invested in it are essentially paying themselves. Though its bafflingly stupid. At a time when the West is aware that not only its strictly military industry is tapped out and cannot meet demands even if they spent a the next few decades "encouraging growth", how can this get approval? They must know that not only from both a cost and resource allocation stance this is stupid, but also from a logistics transit perspective this is suicidal.
Just give your men shovels. Shovels are man portable, can be endlessly reused, cannot be targeted by the enemy, can be a weapon, and cost very little. Earth works are always at hand if a soldier has a shovel. Hell, throw in some axes. Axes have all the benefits of shovels, but may be an unnecessary expense if multipurpose shovels are given instead. If a soldier can chop down a tree he can reinforce trenches and make all manner of things. Go all out even and give the a cloth bag full of cloth bags. For the cost of some fabric any soldier can carry enough sandbags to create a fortification as long as they have something to fill the bags with. Even Hesco's have a place since they are more or less just a bigger stronger sand bag. They can be used more easily in ways that are more tedious for sand bags and can even be used to make structures more secure than a tent without resorting prefabs and or concrete.
This is just as stupid as how the American's are now trying to make robot pack mules to replace their actually pack mules.
