I wouldn't be surprised if chapter 183 was originally planned to be a monologue from Shikamaru to the team about how stupid it was to make a woman the Hokage, but the editor rejected the idea because it was too sexist even for Kishimoto's standards. But Shikamaru's facial expressions don't hide it.
