I dunno about that, I think TW server genuinely was just mostly Taiwanese.
It's no longer the most popular global server anymore ever since Nexon dun goof'd and showed Taiwan as a separate country on stream (#1 way to get chunks viscerally assmad at you), then immediately backtracked, which ended up pissing Taiwanese players off instead. meaning the decrease was from them leaving.

then again it could be murkier, maybe it really was just mostly CN players who still held a grudge and quit after the incident rather than come back, even after nexon kowtow'd to them? CN strikes me as fiercely, overly nationalistic over silly things like this
