Kinda. The speed it gives is helpful regardless but the damage she's getting and the extra DoT it gives both aren't anything amazing. Though it seems Hysilens will make it a lot better if you're running her with Kafka(which you should be) because she wants more DoTs on the enemies. One patch of it being kinda iffy before going back to BiS with Kafka's best team is fine with me.
