on their screen, they've fully returned to neutral (as in, they can do something)
they still take damage because (You) damaged them on your screen, and thus it sticks
with evasion, they can cancel out of the recovery from getting staggered earlier than they can boost out of it, tackles are usually a 'tap boost while holding triangle' thing
