If you want civilisation you NEED men that will care about future, will care about building society, will contribute for sale of better future and will work for better future.
And the only thing that will motivate these men for that is access to reproduction because having own biological children will motivate men to work for the better future for their children therefore, contribute to cultural and technological development.
Civilisation is built when majority of men have children.
If man wont have access to have his own biological children then that man wont care further than his own lifespan.
